Semovi Halts Taxi and Route Permit Services From Nov. 5 to 10
Semovi paused license, inspection and vehicle control services for taxi and Ruta concession holders through Nov. 10. Private drivers are not named in the notice.

Mexico City’s Secretaría de Movilidad, or Semovi (the city’s transport and mobility ministry), has suspended a set of services for public transport concession holders from Thursday, Nov. 5, through Tuesday, Nov. 10, 2026. During those days, taxi and Ruta operators cannot complete procedures for the revista vehicular (the annual vehicle review), licenses or vehicle control records.
Semovi said in an information card that the pause is due to maintenance on the computer systems behind these procedures. Normal service resumes on Wednesday, Nov. 11.
Who is covered by the suspension?
The notice applies to two groups of concession holders. The first is Ruta, the city’s collective public passenger transport, run by people who hold concessions to operate shared units on set routes. The second is individual public passenger transport, which in practice means taxis operated under a city concession.
For both groups, the maintenance affects the systems used for the vehicle review, licenses and vehicle control, according to reports by UnoTV, N+ Noticias and Récord.
Can private drivers still get or renew a license?
The Semovi notice does not announce a general suspension of license services for people who drive their own cars, and it does not say that all of the ministry’s service modules will close. UnoTV and Récord both noted that the announcement is aimed at Ruta and taxi concession holders.
The ministry also did not explicitly confirm that every private license procedure will run as usual during the same dates. Both outlets said private drivers with a pending license procedure should check Semovi’s official channels to confirm the service they need is available.
What is the revista vehicular for taxis?
The Revista Vehicular Taxi 2026 is a mandatory process for people who hold a concession to run an individual passenger service in Mexico City, N+ Noticias reported. It is an annual review in two stages: a check of documents and a physical and mechanical inspection of the vehicle.
Together, the two stages let authorities verify the condition of the cars and how the service is being provided. License and vehicle control services cover the paperwork and records needed to operate the units and for the people who drive them, UnoTV explained.
Why did Semovi stop these services?
Semovi said the interruption is for maintenance of the IT infrastructure it uses for administrative services tied to public transport. UnoTV noted that the ministry did not describe the pause as the result of a technical failure or of any problem with transport operations. The ministry thanked the affected concession holders for their understanding.
What does this mean for taxi and Ruta operators?
Concession holders who planned to handle a vehicle review, a license or a vehicle control procedure between Nov. 5 and Nov. 10 will not get regular service on those days. Semovi asked them to take the dates into account before going to complete any procedure, and reports said operators with pending paperwork should plan around the pause.
For residents and visitors who use taxis or Ruta units, the notice describes an administrative pause only. It does not mention any change to transport service on the street.
When does normal service return?
The calendar Semovi announced has three dates:
- Thursday, Nov. 5: the system maintenance and the suspension begin.
- Nov. 5 to Nov. 10: the listed services stay unavailable for Ruta and taxi concession holders.
- Wednesday, Nov. 11: regular service for the vehicle review, licenses and vehicle control resumes.
Operators with pending procedures were told to keep watching official Semovi notices.
