Driving in Mexico City With a Foreign License: Rules for Residents
What the city traffic rules require, how a temporary or permanent resident gets a Mexico City Type A license, and how camera fines and insurance work.

Mexico City’s traffic regulation requires adult drivers to carry a valid license for the type of vehicle and does not say it must be Mexican, so visitors drive on valid foreign licenses. Residents can get a Mexico City Type A license with a resident card and local proof of address; the three-year license costs MXN 1,142 as of November 2026.
Can you drive in Mexico City with a US or other foreign license?
A valid foreign license meets the basic rule in Article 44 of Mexico City’s traffic regulation (Reglamento de Tránsito), which requires adults to carry “a valid license for the type of vehicle”. The regulation also covers vehicles registered in Mexico or abroad. Keep the license current: an expired license counts as no license, and the fine for driving a private car without one is 10 to 20 times the city’s unit of account plus towing to the impound lot.
No official city page we reviewed sets a date after which a resident’s foreign license stops being valid. Many residents still switch once they settle, because a local license is easier for police, rental agencies and insurers to read, and it doubles as Mexican photo ID. Rules in other states differ, so check before a road trip.
How does a resident get a Mexico City Type A license?
The Type A license (licencia tipo A) covers private cars. It is issued by the Mobility Ministry (SEMOVI) through appointments at city offices and treasury service points (Tesorería Express), and you pay through the city finance office before you go.
- Book an appointment for Licencia de conducir tipo A por 3 años, nueva on the city’s online appointment system.
- Generate the payment slip (formato múltiple de pago, code 01) on the Finanzas CDMX license fee page and pay it online or at a bank.
- Gather the documents listed below, originals plus legible photocopies.
- Arrive on time with the appointment confirmation; only the applicant is let in.
- Complete the capture at the counter and receive the plastic license.
What documents do foreigners need?
The city’s appointment confirmation for the Type A license, as published by Finanzas CDMX, lists these requirements for foreign applicants:
| Requirement | Details |
|---|---|
| Proof of legal stay | Temporary or permanent resident card (the old FM2), original and copy |
| Spanish | Foreign applicants must be able to read and write Spanish |
| Proof of address in Mexico City or the State of Mexico | Water bill, CFE electricity bill, predial bill, landline or gas bill, or a bank statement in your name; issued within the last 3 months |
| Payment slip | Code 01, paid and validated |
Tourists on a visitor entry are not on that list, because the immigration requirement is a resident card. If your lease is not in your name, ask the landlord early which utility bill you can use, or see our guide to renting an apartment in Mexico City.
How much does a Mexico City license cost?
The Finanzas CDMX fee list shows these amounts as of November 2026:
| License | Validity | Fee |
|---|---|---|
| Type A, private car (new, renewal or replacement) | 3 years | MXN 1,142 |
| Type A1, motorcycle | 3 years | MXN 572 |
| Type A2, car and motorcycle | 3 years | MXN 1,142 |
The city has also offered a permanent Type A license to people who already hold a three-year Type A issued in Mexico City. Its fee is not shown on the same page, so check SEMOVI for current availability and price before you apply.
Do you need Mexican car insurance?
Yes. Article 46 of the traffic regulation requires every motor vehicle to carry a current liability policy (seguro de responsabilidad civil) covering at least damage to third parties and their property. Driving without one costs a private owner 20 to 40 times the city’s unit of account. The owner can cancel that fine by showing a valid policy to the police within 45 calendar days.
US policies do not cover driving in Mexico, according to the U.S. Embassy’s guide to driving in Mexico, so buy a Mexican policy. After a crash, the regulation tells drivers to call their insurer, and police can ask for the license, registration card and the policy.
How do camera tickets work?
Most speeding and red-light offenses caught by Mexico City cameras do not produce a cash fine for cars with Mexico City plates. Under Article 64 of the regulation, each plate starts with 10 points per vehicle-inspection cycle and loses one per camera offense, or five for going more than 40% over the limit. Sanctions run from warnings and online courses to community service hours.
Plates from other states or countries are different: camera offenses for those cars are always fined in money, as are lane-invasion offenses. Fines issued in person by an officer with a handheld device are also always cash fines.
What else changes for drivers in the city?
Two programs affect almost every driver. Hoy No Circula keeps many cars off the road one weekday and some Saturdays, and environmental contingencies add more restricted days. If you are importing a car rather than buying one locally, our guide to bringing a foreign-plated car covers permits and the tourist pass.
Bottom line
Keep your foreign license valid and buy a Mexican liability policy before your first drive. Once your resident card and a utility bill in your name are in hand, book the Type A appointment, since the paperwork takes one visit. This article explains city rules and is not legal advice; SEMOVI, traffic police and your insurer decide individual cases.
