Proof of Address in Mexico: Which Bills Count as Comprobante

The document every Mexican office asks for: which bills qualify, how recent they must be, and what renters can do when every bill is in the landlord's name.

A proof of address (comprobante de domicilio) is a recent document showing where you live, most often an electricity bill from the Federal Electricity Commission (CFE), a water, landline or internet bill, a bank statement or a property tax receipt. The Tax Administration Service (SAT), banks and city offices each set their own list and age limit.

Which documents count as proof of address?

The SAT publishes the most detailed official list, and other institutions accept similar documents. SAT’s list, in the definitions appendix to its yearly procedures annex, includes:

  • A bank or other financial institution statement.
  • The latest property tax (predial) receipt.
  • The latest bill for electricity, gas, pay TV, internet, phone or water.
  • The latest IMSS social security payment statement.
  • Contracts for a bank account or for electricity, phone, internet or water service.
  • A residence letter (constancia de residencia) issued by a competent authority.
  • Official documents showing the address, such as a street number certificate (alineamiento y número oficial) or a government payment order.

A lease is not on SAT’s list. That surprises many newcomers, since banks and some offices accept one. SAT moves its procedure rules between annexes from year to year, so check the requirements on the specific SAT procedure page before an appointment.

How recent does the comprobante need to be?

Each institution sets its own limit, and the date that counts is usually the issue date or the end of the billing period. Some known examples:

Where What it is for Age limit it applies
Mexico City Finanzas Driver’s license Within the last three months
SAT RFC registration and address changes Set by document type in SAT’s rules; check the procedure page
Banks Opening an account Set by each bank; usually a bill from the last few months
IMSS, schools, phone companies Enrollment and contracts Varies; ask before you go

CFE and SACMEX water bills arrive every two months, so the latest one can look old. Bring the most recent bill you have and, if possible, a second document as backup. Our guide to the CFE electricity bill shows where the billing period is printed.

What if the bills are in your landlord’s name?

This is the usual situation for renters in Mexico City, because owners keep the CFE and water accounts in their own name. SAT says some documents on its list may be in a third party’s name for individuals, but the rules differ by procedure, and banks and city offices decide for themselves. Options that work for many renters:

  1. Ask the institution, before the appointment, whether it accepts a bill in the owner’s name together with your signed lease.
  2. Contract internet, a landline or pay TV in your own name at the address; the first bill or the service contract itself can then serve as your comprobante.
  3. Change the mailing address on your Mexican bank account and use the bank statement.
  4. Ask your borough office (alcaldía) about a residence certificate if nothing else works; requirements vary by alcaldía.

Agree with the landlord in the lease that you may put one service in your name. It costs the owner nothing and saves you trouble with every later procedure, from tax registration to enrolling children in school.

Where will you be asked for proof of address?

Expect the request in most first-year procedures. The SAT asks for it when foreign residents register for a tax ID at an office, as listed in our guide to getting an RFC. Banks ask for it to open an account; see opening a bank account as a foreigner. Mexico City asks for it for a driver’s license, and IMSS asks for it when you enroll family members.

The National Migration Institute (INM) works differently: it records the address you declare and requires you to report changes. Moving apartments means updating INM, explained in our article on the INM change of address notice, and then getting a new comprobante for everything else.

Can you use a digital bill?

Often yes. CFE, water, phone and bank documents downloaded as PDFs and printed are routinely accepted, as long as the name, full address and date are legible. Some offices still ask to see the original paper bill. The SAT procedure for foreign residents asks for originals, so bring a printed copy rather than a phone screen.

The address on the document should match the one you write on the form, including colonia, alcaldía and postal code. Small differences, such as a missing interior number, are a common reason for being sent home.

Bottom line

Before signing a lease, ask which bills will come to the apartment and in whose name, and plan to put at least one service in yours. Keep the last two bills of each service as PDFs and printed copies, and check each office’s age limit before you queue.

FAQ

Is a bank statement accepted as proof of address?

Yes for SAT, which lists financial institution statements, and for many banks and offices. It must show your name and the full address where you live.

Does a mobile phone bill count?

SAT’s list includes phone bills, and many offices accept a postpaid mobile bill that shows your address. Prepaid lines produce no bill, so they do not help.

Is my resident card proof of address?

No. Mexican resident cards do not show a home address, so you need a separate document.
